That's Frederik Van De Walle, probably on a frozen lake in Sweden. The link for the velomobiling group in Sweden is www.velomobil.se, and the same velomobile, a Belgian WAW, designed by Frederik (who is from Belgium but currently living in Sweden) is seen on its home page. The WAW is available commercially in Belgium (www.fietser.be)
